Evaluation of Child Labour Elimination Program (CLEP)

CLEP was started in 2004 with the aim of bringing children out of child/bonded labour, enrolling and retaining them in schools, giving them a chance to learn and regain their lost childhoods. The CLEP Program has been functioning for 16 years in Tamil Nadu & Madhya Pradesh wherein over 1,142 Panchayats have been declared as Child Friendly Village Panchayats. The Program has recently been spread to 2 other states namely Bihar and Jharkhand.
The main purpose of the evaluation study is to assess the immediate and long term overall improvement in the lives of targeted children (social, economic), and their families. The study involves critical evaluation of the Log frame of each of the components under CLEP (residential schools, non-residential schools, transit schools, child learning centres etc.), identifying any gaps in achieving the outcomes and impacts, whether the program achieved the ultimate aim of attaining the vision of CLEP, and also to give concrete recommendations on what can be done better and/or differently in order to achieve the vision of the CLEP Program.
