The ‘Transformation of Aspirational Districts’ (TAD) programme aims to quickly and effectively transform few identified districts (117) of India by removing the heterogeneity in the living standards at the district level. 49 key performance indicators have been chosen to measure progress of the districts on six thematic areas such as health & nutrition, education, agriculture, infrastructure, financial inclusion, skill development TATA TRUSTS was entrusted to validate the performance of 85 aspirational districts, out of 117, on a predefined set of indicators through quarterly surveys. Responsibilities include on-ground monitoring and assessment support in these 85 districts driven by the ‘Data, Evaluation, Learning, Technology and Analysis’ (DELTA) methodology.
DevInsights partnered with Tata Trusts in developing various knowledge products like district insights report, best practices documentation, video documentation, etc. for different stakeholders including Niti Aayog and the district officials. DevInsights research and documentation teams visited districts, interacted with various stakeholders & analysed primary data. Both logistic and multiple regression methods depending on the characteristics of the dependent variable were carried out. Primary data was triangulated with secondary data and other qualitative findings.
